Workshop Scope: 1) Understanding the seven integral factors that impact achievement for ELLs and the process for data collection and progress monitoring within these factors; 2) Introduction to a collaborative model of information gathering and service provision, describing before diagnosing, and delivering a continuum of services; 3) Determining specific and systemic interventions (Tier 1, 2, 3, and 4) for all seven integral factors that impact achievement for ELLs.

Recognize key factors that impact academic achievement for ELLs
Identify possible causes of academic difficulties for ELLs
Determine appropriate interventions for ELLs experiencing difficulty in schools.

K-8 PROGRAM DESIGN FOR ENGLISH LANGUAGE LEARNERS

Presenter: Barbara Marler, Senior Education Consultant, Illinois Resource Center
Workshop Scope: 1) Creation of a framework for service delivery based on students’ needs and aligned to North Carolina English Language Development/NC Standard Course of Study; 2) Research in the field and legal requirements related to program models for English Language Learners; 3) Opportunities for networking and interaction as to “what works” and “what doesn’t work” in the field; 4) Explanation of planning templates that your school system/district can use to guide in program development or improvement.
You Will Learn How To.... Recognize legal requirements and "best practice" recommendations related to program design as well as the nine essential steps in the process of crafting program design Identify ELLs' needs in your local community and corresponding program designs that will meet those needs. Determine appropriate ELL program design to implement at a local level.
Audience: District/Central Office Administrators, Principals and Assistant Principals, Instructional Coaches/Facilitators, Teachers accompanied by an Administrator

About the presenter: Barbara Marler, Senior Education Consultant and Project READWELL Coordinator, specializes in program development and improvement, special education and assessment. She is certified in general elementary education, ESL education and special education and has a Master’s Degree in Administration and Supervision from National-Louis University. She has over 25 years of experience in bilingual/ESL education and has taught grades pre-K through 8. Ms. Marler’s focus and areas of interest include the issues of program development and improvement, special education and English language learners, training of new and veteran administrators and assessment. She also manages Project READWELL, a Title III professional development grant that has brought ESL/bilingual certification to over 375 general education teachers.
Ms Marler works for the Illinois Resource Center (IRC) which, since 1982, has provided assistance to teachers and administrators serving linguistically and culturally diverse students. With support from the Illinois State Board of Education, the IRC has emerged as a major statewide intermediate service agency and its educational and professional development programs have helped thousands of educators throughout Illinois and the nation to develop effective learning environments for English language learners.
