ENROLLMENT SPECIALIST

POSITION TITLE: Enrollment Specialist
TITLE OF IMMEDIATE SUPERVISOR: State Head Start Director or State Family Service Coordinator  
TITLES OF POSITIONS SUPERVISED: None
MAJOR OBJECTIVES: Manages the technical and record-keeping duties relating to the enrollment of children into the Head Start/Early Head Start programs. Creates an action plan for ensuring the data entry and reporting is accurate and complete, and within a prescribed timeframe. Provides support to Head Start/Early Head Start staff to ensure coordination and communication between different programs. 
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages the technical and record-keeping duties relating to the enrollment of children into the Early Head Start and Head Start programs.
* Manages the enrollment of the Head Start/Early Head Start programs in a professional and timely manner, adhering to the Head Start Performance Standards at all times and maintaining appropriate records.
* Establishes and maintains an enrollment tracking process in accordance with Performance Standards.
* Processes applications, verifies eligibility information, assigns selection criteria score and documents status.
* Prepares intake/enrollment applications, documents eligibility information, and determines eligibility for the Program and USDA programs.
* Participates in selection committee meetings to identify children accepted into the program and ensures that proper documentation of selection is recorded.
* Identifies children who will be accepted into the program and coordinates with program staff to provide listing of these children and their supporting documentation.
* Creates and maintains initial enrollment files for each Head Start/Early Head Start application and categorizes them appropriately.
* Monitors the enrollment process to ensure that the spaces created by non responses from families can be offered to other children.
* Creates an action plan for ensuring the data entry and reporting is accurate and complete, and within a prescribed timeframe.
* Prepares routine and specialized reports (monthly, quarterly and annually) relating to eligibility, enrollment and program services.
* Creates and distributes enrollment reports, waiting lists, class lists and other related documents as needed.
* Inputs, edits, verifies, and maintains eligibility and enrollment records, using both computerized and manual record-keeping systems.
* Ensures quality control data samplings are maintained and recorded in accordance with program requirements.
* Provides support to Head Start staff to ensure coordination and communication between different programs.
* Works with Disability Services staff to ensure 10% enrollment of children with disabilities.
* Provides information about other Head Start/Early Head Start programs and services available to families who have moved from the Telamon service area to ensure awareness of all available resources.
* Works with Family Services and Home Base staff to maintain 100% enrollment, and maintains a waiting list equal to 10% of enrollment.
* Assists with monitoring of attendance records to ensure maintenance of 85% average daily attendance.
* Works with the Head Start/Early Head Start staff to ensure the timely transition planning between Head Start and Early Head Start.
* Assists the State Family Services Coordinator with the annual review and updates to the universal application.
* Assists the State Family Services Coordinator in participating in the development and delivery of pre-service and in-service training activities for staff in the area of eligibility, recruitment, selection, enrollment and attendance (ERSEA).
* Assists the State Family Services Coordinator in working with the Policy Council on the annual revision of the selection criteria.
* Conducts outreach activities (door to door, recruitment booths) to recruit program eligible children.
* Effectively presents information and diplomatically responds to questions, common inquiries or complaints from staff, families, partner agencies, and the general public regarding program enrollment.
* Attends workshops, seminars and classes to maintain knowledge of current trends in information and enrollment policies pertaining to Head Start/Early Head Start programs.
* Related duties as assigned.

QUALIFICATIONS:  To perform this job successfully an individual must be able to perform each essential duty satisfactorily.  The requirements listed below represent the knowledge, skill and/or ability required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties. Bachelor’s degree in social work or related field or four year’s combination of training/experience in social work or related field. Demonstrates proficiency with respect to personal computer based applications, data input, and a working knowledge of filing systems. Must have strong oral/written communication skills and have the ability to maintain confidentiality. Bilingual ability in Spanish/English preferred.  No citations for child abuse or neglect.  Outreach experience desirable.

Nuestros Niños

Bilingual Teacher Consultant
The Nuestros Niños Program is seeking an experienced bilingual and biliterate (Spanish-English) educator to work as teacher consultant in an exciting research project to promote school readiness in young dual language learners. EDUCATION:  M.A. (preferred) in Early Childhood, Elementary, or Special Education, Child Development, Curriculum & Instruction; or related field.

EXPERIENCECandidates must have knowledge of and experience in early childhood classrooms. Candidates must have a minimum of 2 years experience as a practitioner in early childhood education or related experience. Experience working with young dual language learners and facilitating teachers’ professional development is preferred.

PRINCIPAL FUNCTIONS: Primary function is to provide one to one consultations and to facilitate professional learning communities of teachers participating in the Nuestros Niños program. Successful candidates will receive training on the Nuestros Niños program, on conducting effective consultations, and on facilitating professional learning communities. In-state travel is required.

TIME COMMITMENT:  The contract for the teacher consultant will begin on May 15, 2010 and end May 30th 2013.  In Years 1 and 2 of the project, the teacher consultant will be required to work 20 hours a week from May 2010 until May 2011; in Year 3, 40 hours a week from August 2011 until May 2012; and in Year 4, 30 hours a week from August 2012 until May 2013. This is a temporary position that will be paid $22 per hour.

Specific responsibilities for the Associate Regional Director of Development position include the following:

1. Staffing an assigned portfolio of 150 primary and 100+ secondary major gift prospects.
2. Identifying and qualifying new prospects for cultivation and solicitation.
3. Creating individual cultivation and solicitation strategies for major donor prospects.
4. Following through with solicitations of gifts as planned including preparing written proposals.
5. Achieving activity and dollar goals established with the Regional Director of Development and the Vice President for Advancement.
6. Staffing assigned fundraising projects and developing project-specific goals.
7. Preparing written contact reports immediately after the contact is completed.
8. Representing Guilford at key on-campus and off-campus events.
9. Performing other duties as assigned.

A minimum of a bachelor’s degree with three to five years of successful experience in development or a related field are required.  Candidates must also have strong interpersonal skills, excellent oral and written communication skills, and the ability to work independently with an openness to work within a dynamic, collaborative team model.  Extensive travel is also required.  This position reports directly to the Regional Director of Development.
